The owners of 41 Covert Avenue (Corner of Covert and Beverly Avenue) will be utilizing the same contractor as United Properties to start cleanup and demolition of the structure above grade.  Work will likely commence Monday or Tuesday next week (7/26 or 7/27) and continue for a few weeks, dependent on weather.  If a street closure is required additional notification will be distributed.

Plans for reconstruction of 41 Covert Avenue have not been finalized at this time.

41-61 Covert Avenue – Extension of Temporary Road Closure

Due to the storm and inclement weather conditions the last few days, United Property’s contractor will need additional time to remove the debris.  The eastern portion of Beverly Avenue will be closed again next week starting Monday, July 12th through Thursday, July 15th during the hours of 9:00 am to 3:30 pm daily.  If the inclement weather continues, additional days may be necessary.

Beverly Avenue access from Covert Avenue will be closed completely during this time.  Access to Beverly Avenue East of Orchid Street will be limited to Local Traffic only.  A traffic control diagram has been included with this memo.  The schedule is weather dependent.  Schedule updates or changes, if necessary, will be communicated when confirmed.

41-61 Covert Avenue – Fire Restoration and Temporary Road Closure Notice

United Properties will continue the removal of damaged material and construction preparation work at 43 – 61 Covert Avenue for the next few weeks.  This owner is working on finalizing construction contracts for the re-build which is expected soon. Once confirmed a tentative schedule will be available and distributed.

Due to the constraints of the site and in order to expedite the removal of the debris, a portion of Beverly Avenue will be closed next week starting Tuesday, July 6th through Friday, July 9th during the hours of 10 am to 3 pm daily.  Beverly Avenue access from Covert Avenue will be closed completely during this time.  Access to Beverly Avenue East of Orchid Street will be limited to Local Traffic only.  A traffic control diagram has been included with this memo.  The schedule is weather dependent.  Schedule updates or changes, if necessary, will be communicated when confirmed.

41-61 Covert Avenue – Fire Restoration Update

The drawings for 43 – 61 Covert Ave. repair/rebuild have been approved and a permit will be issued as soon as the Owner has finalized contractor selection.  Due to the current state of construction material delays and limited availability of workers, securing a contractor has been a difficult task.  This permit is for the base building only, individual business interior fit-outs will be submitted as separate applications. The approvals will include a full site safety plan addressing construction vehicle access, dumpster locations and temporary safety barriers. 

During the next week or so you’ll see construction activity on the site consisting of further cleanup, removal of designated damaged walls, roof, floors etc. and preparation required to accommodate the proposed work.  Please be advised that there may be some smoke smell that will be apparent once the area is disturbed again.

All business owners can obtain assistance with permit filing and Board of Trustee applications, necessary for restaurant use, by contacting the Building Department.

41 Covert Avenue has no plan for improvements at this time, the Village is working with the owners to expedite the progress.

The architect for 43 – 61 Covert Ave. has submitted the drawings to the Building Department for review of the base building re-build (not including the individual businesses). There are some minor modifications to the plan that will be made and I expect a permit to be issued shortly. The approvals will include a full site safety plan addressing construction vehicle access, dumpster locations and temporary safety barriers.

The Village has reached out to the business owners to relay the process involved with obtaining interior tenant improvement permits. All business owners can obtain assistance with permit filing and Board of Trustee applications, necessary for restaurant use, by contacting the Building Department.

A permit for debris cleanup has been issued, work started Monday, March 22 and will continue for a few weeks.

Site Fence
The contractor will be cleaning up around the general site area and securing the fence to help stop it from falling during wind storms. The Village has reached out to Nassau County asking for an alternate design for the sidewalk closures if possible. Once we hear back, this information will be posted.

The remaining debris cleanup has been delayed by the inclement weather we’ve received recently and will continue once the site is safe for working.

The asbestos abatement is now complete.   There is approximately 2 weeks’ worth of general clean up remaining.  The architect has performed some preliminary site investigations but must return once the full cleanup is complete before they can finalize the repair/rebuild plans.

All asbestos testing has come back negative.  The loss is still under review by the owner’s insurance company therefore cleanup cannot commence until it is resolved.

The abatement contractor has run into delays due to the cold weather and last snowstorm.  They have shut down the site today for the holiday and will resume on December 30th.  Likely the abatement will be complete mid-January and then the next phase of cleanup will commence. The extent of removals still has not been fully determined since the architect is in the process of studying the structure and code requirements for repairs and/or re-build.  Updates will be posted once they have been confirmed.

December 7, 2020

Today, the contractor completed their staging and dumpster delivery at 43-61 Covert Avenue.  Starting tomorrow, 12/08/20 asbestos abatement and debris removal will commence for the existing structure.  The work during this first stage will involve abatement of roof flashing and some pipe insulation as well as removal of any loose debris accumulated as a result of the fire.  This phase will take place for approximately 2-1/2 weeks.  There will be a decontamination trailer and a dumpster located at the north west side of the property for this duration.  Dumpster delivery and pickup will occur almost daily.  Daily crew setup will occur every weekday around 7 am, and noisy work will not start until 8 am per the Village Ordinance.

All abatement will be contained and monitored to ensure safety for all surrounding areas, the contractor is required to follow all state and local regulations. 

Once the abatement and debris removal is completed, demolition will begin for the fire damaged structure early in the new year.  The extent of removals has not yet been fully determined since the architect is in the process of studying the structure and code requirements for the re-build.  Updates will be posted once they have been confirmed.
