The LIRR has informed the Village of upcoming track work on the Hempstead Branch for the next two weekends and then again the weekend of August 13th-14th as they commission new switches to the east of Floral Park station along the Hempstead branch and install concrete ties between Bellerose station and Floral Park station. CONSTRUCTION UPDATES REGARDING THIRD TRACK PROJECT-UPDATED NOVEMBER 4, 2021
LIRR NOTIFICATION- SWITCH WORK, ON MAINLINE IN FLORAL PARK THIS WEEKEND AND NEXT WEEKEND
The Village received the following notification this afternoon regarding “switch work” on the Mainline in Floral Park this weekend and next weekend. Please note that this notification states that this work will impact train service on these weekends and that this work will be disruptive to residents in the immediate vicinity.
SWITCH WORK – FLORAL PARK
- The LIRR will be working on new switches just to the east of the new Elmont Station all the way to the western ends of Floral Park station as part of the Elmont Station project.
- This work will be begin at approximately 12am Saturday November 6th and continue until 5am Monday November 8th. We will also be conducting this work program again the weekend of November 13th – 15th.
The LIRR will be performing a host of switch and track work from approximately from the east end of the new Elmont station to just west of Floral Park station this weekend from approximately 12am Saturday November 6th to 5am Monday November 8th. The LIRR will also be conducting this work again next weekend (November 13th to the 15th) during the same time frame. Please see the below for more details.
- This work will involve several pieces of heavy machinery and will be disruptive to residents in the immediate vicinity.
- During the course of this work, there will be no train service between Floral Park and Hempstead. Trains will be rerouted after Floral Park to Mineola. At Mineola, customers can transfer to buses or to/from Stewart Manor, Nassau Boulevard, Garden City, and Hempstead. Shuttle vans will operate between Mineola and Country Life Press. At Mineola, see an LIRR employee to board the van. Country Life Press customers may wish to use Mineola station instead.
- Trains will also bypass Bellerose in both directions, a shuttle bus will provide service between Bellerose and Queens Village.
- Due to the shortage of drivers, we will only be able to provide school buses to our customers.

Construction of the LIRR Expansion Project from Floral Park to Hicksville continues to advance. As part of this Project, MTA Construction & Development and LIRR have developed a series of environmental and community commitments to minimize construction impacts. The Community Scorecard Program was created to give residents, businesses, and commuters a direct voice in the Design-Builder’s performance evaluations.

The three elevators installed at the Floral Park LIRR Station as part of Third Track Project were recently put into service. The following are the remarks of Village Trustee Archie Cheng at the MTA/LIRR Grand Opening:
“Mr. Lieber and Mr. Arroyo,
On behalf of Mayor Fitzgerald, Deputy Mayor Pombonyo, Trustees Chiara and Stewart, and Village Administrator Bambrick, welcome to the Village of Floral Park.
The Village of Floral Park is pleased to see this much anticipated improvement to the Floral Park LIRR Station come to completion. For over 10 years our Village Mayors, Trustees and residents have advocated for accessibility to the platform level of our station-whether they may be those with physical and other challenges, our seniors, parents and caretakers travelling with children, those carrying luggage or packages, and those who simply have experienced a long hard day and need relief from the dozens of steps to the platform. Our advocacy for this important project has been ongoing and collective as we have attended and given testimony at numerous hearings and discussed same with legislators.
We would like to thank the MTA/LIRR for listening to the Village Board and our residents requests during the Environmental Impact Statement process and for having this important addition included in the Mainline Expansion Project and the Memorandum of Understanding between the Village and the LIRR. We also would like to thank 3TC for their part in this process and for being accessible and being, to the best of their ability, responsive to our concerns.
Improving access to public transportation is extremely important and we look forward to continue working with the LIRR towards enhancing the level of service offered at the Floral Park Station, fulfilling their obligations stated in the Memorandum of Understanding which include, and I quote “improved lighting, benches, railings, signage/wayfinding and the repair/replacement of damaged wheelchair curb cuts on LIRR property” and former LIRR President Nowakowki’s June 2017 commitment to include a modernized Floral Park LIRR Station in the MTA’s 2020-2024 Capital Program.”

FLORAL PARK RAILROAD STATION ELEVATORS
The MTA cancelled the event again today. Once we receive an update we will post.
We have been advised that the MTA event at the Floral Park Railroad station in connection with the new station elevators has been rescheduled for tomorrow morning, June 9th. This will require the closure of the east side of Caroline Place in the morning, from 7:30am until approximately noon.
The elevators at the Floral Park Station went into service today. The Village of Floral Park is pleased to see this much anticipated improvement to the Floral Park LIRR Station come to completion. Additionally the Village would also like to thank the LIRR for listening to the Village Board’s and our residents’ requests during the EIS process in having this important addition included in the Mainline Expansion Project. Improving access to public transportation is extremely important and we look forward to continue working with the MTA towards enhancing the level of service offered at the Floral Park Station.

Third Track Update May 28, 2021
LINDEN AVENUE TUNNEL
When 3TC completed the work at the Linden Avenue Tunnel a few months ago, a camera was installed by 3TC and the LIRR (on the Charles Street side) which prevented the gate on that side of the tunnel from closing completely. Therefore, the gate was unable to be locked since then.
Recently, 3TC and LIRR have reconstructed the Linden Avenue Tunnel gate and it is now able to be locked.
We are happy to announce that as of Friday, May 28th, the Floral Park Police Department will be locking the Linden Avenue Tunnel gate promptly at 11:00 pm and unlock at 5:00 am, as done in the past.

Third Track Update January 14, 2021: Road Closures on Atlantic Avenue Between Carnation and Childs Avenues
The Long Island Rail Road will be performing construction work relative to the third track construction starting on Monday, January 25, 2021 for approximately 3 weeks. Work will occur on the north side of Atlantic Avenue, between Carnation and Childs Avenue. The scope of work includes the installation of a new retaining wall, service steps and a signal shed at track level. Once completed, the fencing and shrubbery will be restored.
Methods of construction will include drilling for piles, therefore a road closure in this area will be necessary to accommodate the large equipment. The duration for road closure is approximately 2 weeks, from Monday January 25 – February 5, 7:00 am – 3:30 pm daily. During this time all traffic on Atlantic Avenue between Carnation and Childs Avenue will be restricted to emergency vehicles and for necessary access to driveways encompassed in this area. The LIRR will be providing traffic control signage and a flagger to accommodate the detours. All schedules are weather dependent, changes will be communicated as received.

Third Track Update January 14, 2021: Switch Work by Tunnel Street
As a part of the replacement of the track “switches” on the LIRR Hempstead Line in relation to the Third Track Project, 3TC has begun work on the Hempstead Line east and west of Tunnel Street.
The tunnel between Magnolia Avenue and Tunnel Street will remain open for pedestrians during this work, but construction activity will be taking place in close proximity to the tunnel. 3TC will have flagmen present and may intermittently close off the tunnel with “caution tape” for short durations for safety reasons when equipment is in use near the exit on the Tunnel Street side of the tunnel. Please also exercise caution when using the tunnel and be aware of equipment that may be in use in the vicinity.

Third Track Update March 4, 2020: TRUSTEE CHENG’S BOARD REPORT
At long last, 3TC is out of Field 7 and our DPW yard. Work has already started to refurbish Field 7 and to build our new and improved DPW yard. As of today, curbs are in the process of being installed on North Street. North Street and Bergen Street from North Street to Terrace Avenue will be repaved in the next few weeks. We have been assured that the baseball field will be ready for play this Spring Season. I wish to thank Superintendents Marcus, Ginnane & Meyfohrt for all their assistance with the redevelopment of Field 7 and the DPW yard. Their collective expertise will greatly improve this area of the Village.
As to Plainfield Avenue bridge, there will be a full closure of Plainfield Avenue from King Street to Stewart Street between 8PM to 7AM on the night of March 19 (rain date March 18). Based on the weather report, we will know for sure which date the closure will occur on. There will be no westbound outlet on Terrace Avenue onto Plainfield Avenue. Traffic northbound on Plainfield Avenue will be diverted at Magnolia Avenue. Traffic on Southbound Plainfield Avenue from Stewart Street will be allowed.
The weeks of March 23 & 30 will experience one lane intermittent traffic between the hours of 7AM-3:30 PM.
On Charles Street, ROW work will commence in April.
Finally, we are developing a landscape plan with 3TC. Details to follow.
Third Track Update January 7, 2020: TRUSTEE CHENG’S BOARD REPORT
Trustee Cheng reported that work on the retaining and sound attenuation walls is continuing on
both sides of the Right of Way. The expansion of the Linden Avenue tunnel is expected to be
complete and open to all by March. Plainfield Avenue and Terrace Avenue wing walls and
support for the 3rd Track bridge is continuing and at last report should be done by the end of
February. A plan for the restoration of Field 7 has basically been agreed to. The field will have
new fences, bleachers, and backstops. Furthermore, the field is expected to be ready for play on
April 1. Work also continues for the installation of three elevators at the Floral Park Railroad
Station. We have been advised that they will be in service in May. At the Pool, 3TC will be
installing protective screening in the area behind the slide platform. Lastly, while not in our
Village, New Hyde Park Road from Plaza Road to 4
th Avenue will be closed on February 3, 2020
for seven months.

Third Track Update December 3, 2019: TRUSTEE CHENG’S BOARD REPORT
Trustee Cheng reported that there is not much to report on the Third Track Project that has not
been previously announced. Inasmuch as our monthly meeting is normally scheduled for the 4th
Thursday of the month and Thanksgiving was last Thursday, we did not have a meeting and we
were not provided with any updates on construction.
Work on the retaining and sound attenuation walls, the expansion of the Linden Avenue tunnel,
Plainfield Avenue and Terrace Avenue wing walls and support for the Third Track bridge is
continuing.
We are still meeting with 3TC regarding the restoration of Field 7 and landscaping along the
retaining walls. We will provide further information as soon as we have come to an agreement.
We are also still negotiating with the LIRR and 3TC regarding the possibility of additional
parking under the railroad viaduct.

Third Track Update November 19, 2019: TRUSTEE CHENG’S BOARD REPORT
Trustee Cheng reported that work on the sound attenuation walls behind the Recreation Center
and pool and up to the hockey rink has almost been completed and the expansion of the Linden
Avenue tunnel is well underway. Preliminary work has also been started on the north side of the
row behind Charles Street.
We have had several discussions with 3TC and the MTA regarding the area by the pool slide
platform. 3TC and the MTA have agreed to install 48 feet of additional metal louvered
screening that is approximately 12 feet high above the white vinyl fence in the area of the slide
pool. A sample of the louver has been provided to the Village with several color swatches.
Trustee Cheng said he has left the color choice to our Superintendent of Buildings Renee Marcus
whom he believes has selected one that matches the retaining wall.
Work is well underway at Plainfield Avenue and Terrace Avenue to build the wing walls and
support for the 3rd track bridge. Expect delays in both directions on Plainfield Avenue.
The Village has met with 3TC regarding the restoration of Field 7 and landscaping along the
retaining walls. We will provide further information as soon as we have come to an agreement.
Lastly, parking under the viaduct along the South Tyson Extension has been reopened. As was
our understanding and as stated in the Memorandum of Agreement with the MTA, five parking
spots were lost. This loss was due to the addition of pillars to support the third track. Several
spots under the viaduct are now situated on an angle resulting in two parallel spots being
replaced with one angled spot. However, we have reached out to Hector Garcia from the LIRR
and hopefully 3TC and the LIRR will work to change some of the angle parking back to two
parallel spots.

Trustee Cheng said that work on the retaining walls behind the Recreation Center and Pool have

a person becoming unnerved as a train passes by. 3TC and the MTA have agreed to install 48
feet of additional metal louvered screening that is approximately 12 feet high above the white

Preliminary work has commenced at Plainfield Avenue and Terrace Avenue to build the wing
walls and support for the Third Track bridge. The work at South Tyson Avenue is almost
complete and open for pedestrians and vehicular traffic. There are still some punch list items
that need to be completed at South Tyson Avenue
We have had additional conference calls and meetings scheduled this and next week regarding
the restoration of Field 7 and landscaping along the retaining walls. We will provide further
information as soon as we have come to an agreement.

Third Track Work on Plainfield Avenue Scheduled to begin on Tuesday October 15th
The Third Track Project Contractors, 3TC, are finalizing plans to begin work in preparation for the eventual replacement of the Plainfield Avenue bridge. They have postponed their prior tentative start date, and they now anticipate beginning this preparation work on Tuesday, October 15th, provided they receive all necessary approvals. This preparation work includes: the placement of temporary signs on Plainfield Avenue to notify motorists and pedestrians; and the replacement of the cement abutments on the existing bridge at Plainfield Avenue and Terrace Avenue. No complete road closures during this preparation work are planned. However, sidewalk closures will alternate between the east and west side of Plainfield Avenue and Terrace Avenue under the trestle. Crossing guards and flaggers will be posted to ensure pedestrian safety while work is in progress. This work is subject to scheduling changes. Work is expected to last 3-4 months with the final “push in” of the new bridge span across Plainfield Avenue on a weekend to be announced.

Third Track Update September 4, 2019: TRUSTEE CHENG’S BOARD REPORT
At the Board of Trustees’ meeting held on Tuesday, September 3rd, Trustee Cheng reported that the installation of the Tyson Avenue Bridge was completed during the weekend of August 17th. All work proceeded as planned without any major problems. Trustee Cheng was informed that 3TC will need another two weeks at Tyson Avenue for finishing work and replacement of sidewalks.
It is anticipated that the work for the expanded Plainfield Avenue Bridge will commence in the next week or two. That work will continue through January, 2020.
As previously reported, work on the retaining and sound walls behind the Recreation Center and Pool and the expansion of the Linden Avenue Tunnel (access to Rec Center off Charles Street) will commence on September 4th. As of that date, the Linden Avenue Tunnel will be closed. It is estimated that the tunnel will be closed until late January, 2020.
Electrical work is in progress under the viaduct at the Floral Park Train Station. Trenching of certain streets will be taking place through September resulting in a full closure of Atlantic Avenue between Carlton Street and Carnation Avenue. Also, partial lane closures on Caroline Place will occur.
Additional parking has been obtained for under the railroad commuter parking permit holders (village residents) to use 34 spots on Lily and 28 spots at The Harrison Restaurant on South Tyson Avenue.
The elevators being installed at the Floral Park Station will not be completed until April, 2020.
Although not in the Village, the Covert Avenue Bridge was installed the weekend of August 24th. Covert Avenue will remain closed until at least through the end of September. As soon as Covert Avenue is reopened, work on the New Hyde Park Road grade crossing elimination will result in a partial closure of New Hyde Park Road.

Third Track Elevator preparation-UPDATED 8/29/19
In preparation for the installation of elevators at the Floral Park Station, 3TC will begin trenching for electrical cables across Atlantic Avenue under the via duct and along part of Caroline Place. Atlantic Avenue will be closed from Carlton Avenue to Carnation Avenue, starting today, August 29, 2019 and continuing for approximately 4 weeks.

Alternate commuter parking for all spaces lost due to this construction has been secured at the two lots on South Tyson Avenue (Harrison Lot & Lot next to Mayflower Avenue). This is in addition to the replacement parking spots currently provided at 50 Carnation Avenue.

Third Track LIRR Project UPDATED 8/23/19
The LIRR Main Line Service will be suspended beginning this evening (8/23/19) lasting through early morning hours of Monday 8/26/19 between New Hyde Park and Hicksville for the installation of the Covert Avenue Bridge. As set forth in the attached notification from 3TC The MTA-LIRR Crews will conduct track work and rail tie replacement across the LIRR Expansion Project corridor this will take place during daytime and overnight hours. This work will require the need for bright lights and will likely be noisy. Some of this work will require idling diesel work trains. The location of these diesel trains will span from Plainfield Avenue in Floral Park to Herrick’s Road in Mineola, and will move within the area as needed.

Third Track LIRR Project UPDATED 7/14/19
South Tyson Viaduct Underpass Closure
3TC plans to commence work July 8th relating to Phase III of the South Tyson Bridge Replacement. From July 8th to August 16th the road and sidewalk under the South Tyson Viaduct will be closed from 6:30am to 4:30pm every day, and will re-open for vehicular traffic each evening.
This work will also result in the loss of an additional 4 to 6 spots under the LIRR station. To offset this, 3TC will provide an additional 4 to 6 spots for commuter parking at the Storage Post lot (entrance on Lily Avenue) in addition to the 30 commuter spots currently available there. Village of Floral Park LIRR parking permits will be honored there.
On the weekend of Saturday August 17th and Sunday August 18th South Tyson will be closed completely (24hrs) both days for the actual installation of the new bridge. 3TC plans to reopen South Tyson on Monday morning, August 19th.

Third Track LIRR Project UPDATED 4/15/19
The following information is from 3TC regarding the Covert Ave closure and detour plan:
Progress is being made on the LIRR Expansion Project and 3rd Track Constructors (3TC) wants to make sure that you’re aware of a road closure in New Hyde Park, which is needed to accommodate the Covert Avenue Grade Crossing Elimination Project.
On Monday, April 15, 2019, a long-term closure of Covert Avenue, between 1st Avenue and 5th Avenue, will begin. The closure will last for approximately six months.
Detours, created in coordination with Nassau County and Village officials, have been established to help get around the closure.
- Vehicles heading in either direction will be directed to take the following roads around the closure: Jericho Turnpike, Tulip Avenue, Covert Avenue (south of 10th Avenue), Stewart Avenue, and New Hyde Park Road.
- Commercial trucks heading in either direction will be directed to take the following roads around the closure: Jericho Turnpike, Tulip Avenue, and New Hyde Park Road.

As you have probably noticed, over the past few weeks much of the Third Track Construction work has moved eastward in the Village. While the work was previously concentrated in the area of the South Tyson Viaduct, work now is taking place between Plainfield and Hanover. As you can imagine, as this work is now taking place in a more residential area of the Village, it has created a different set of issues. Many of these issues, regarding night time work and workers’ vehicles parked in the street, are addressed in the Memorandum of Understanding (MOU) between the Village and the LIRR. We have raised the issues concerning compliance with the MOU with 3TC and have been assured by 3TC that we will be given prior advance notice if there is any additional nighttime work. Also, we would like to thank the residents in the work area for keeping us apprised of issues as they arise. This makes it easier for us to address compliance with the MOU with 3TC . WORK AT PLAINFIELD AVENUE & TERRACE AVENUE
3TC will begin work on the installation of the retaining wall on Terrace Avenue beginning at the corner of Plainfield Avenue. That construction team will be working to begin the Maintenance and Protection of Traffic plan (MPT) on Friday 1/18/19. This work will be in anticipation of building the first section of retaining wall. The work will involve the elimination of parking spots on the north side of Terrace and fencing off the sidewalk. This will mean pedestrian access will be closed on the north side of Terrace from Plainfield to the first residence.

The Village’s experience has been that this information is subject to change, but it is nonetheless useful to see what work 3TC considers to be on the horizon.
In addition to what is reflected on the attached Six Week Look Ahead, our current understanding of the relevant Third Track Project work schedule impacting Floral Park is as follows:
- November , 2018-Work to begin on South Tyson Viaduct. This work is currently expected to continue until July 2018. This will result in a loss of a number of commuter parking spaces under the LIRR tracks during this period. 3TC has provided replacement parking at the former Men on the Move property (now the Storage Post) and the Village’s commuter parking permits will be honored and enforced there.
- February, 2019– Installation of the SOE (Support of excavation)/retaining walls to begin along the Mainline. This work is currently expected to last approximately 11 months. During this same time frame, we are also advised that work will begin and end on the Linden Avenue Tunnel.
- February 2019– Work to begin on Floral Park Station Elevators. The estimated elevator construction completion date is late 2019.
- Covert Ave underpass preconstruction work begins January 2019, shutdown starts March, 2019– Work to begin on Covert Avenue grade crossing (Mainline only, not Hempstead Line grade crossing). Although this work will take place in New Hyde Park, it will certainly impact traffic flow in Floral Park. This work is currently expected to continue for 9 months (3 months of pre-construction, 6 months of shutdown). The portion of Covert Ave. to be shutdown will be North of Stewart Ave.
- Fall 2019-Construction is slated to begin on the Plainfield Avenue underpass and continue for approximately 8 months.

Third Track LIRR Project UPDATED 3/7/19 – 3TC Soil Sample Results
The Village is in receipt of the environmental soil sampling results from the testing performed on behalf of 3TC, the contractors for the Third Track Project, and the MTA. The Village had these results reviewed by the Vertex Companies Inc. (Vertex), the engineers hired by the Village to review the work of 3TC during the Third Track Project.
Per the review of Vertex, although the soil sample results reflect that there are locations where soils had concentrations of certain contaminants above levels for unrestricted use, these levels should not be considered of significant concern to the public health of Village residents, provided the appropriate procedures for soil disturbance and soil removal are followed.
The Village Department of Public Works and Vertex will monitor 3TC’s activities and procedures regarding soil disturbance and removal.

Third Track LIRR Project UPDATED 12/11/18
This week, the 3rd Track Contractors will be removing the trees next to the LIRR Right-of-Way on Terrace Avenue, starting at Plainfield Avenue and going East until the first house on the track side of Terrace Avenue. The trees will be removed because when 3TC excavates along the LIRR Right-of-Way to prepare for installation of the base for the retaining wall, a large portion of the roots for these trees will be removed and these trees will then be unsafe. The Village had 3TC delay this work so that the Village’s arborist could perform a separate evaluation as to the necessity for removing these trees. Unfortunately, the Village’s arborist came to the same conclusion as 3TC’s arborist.
The good news is that trees and landscaping will be replaced along Terrace Avenue as part of the 3rd Track Project.

As you have probably witnessed, real construction for the 3rd Track work is about to start, first at South Tyson Avenue. As you know, the supporting structure for the 3rd Track at South Tyson Avenue will be between the Main Line and Hempstead Branches. A new bridge between the branch openings has to be constructed.
Phase 1 of the project will concentrate on the opening from the east side of Tulip Avenue to the west side of South Tyson Avenue. 18 parking spots under the railroad in that area and 4 west side South Tyson Avenue metered parking spots will be temporarily eliminated. The contractors have provided alternate parking at 50 Carnation Ave. 30 spots are available for anyone who has a Village under railroad parking permit. To use the spots at 50 Carnation, please enter off Lily Street. These spots are on a first come first served basis as is all parking under the railroad.
Two way traffic will be maintained on South Tyson Avenue. However, the lanes will not be as wide as prior to construction.
Also, the sidewalk on the west side of South Tyson Avenue will be closed to pedestrians. All pedestrians must utilize the sidewalk on the east side of South Tyson Avenue. Additional stop signs and signs directing vehicles to the Lily Street parking lot have been installed.
The Floral Park-Bellerose School District has been notified and they plan to send a letter to JLCS students and parents today.
Phase 1 is estimated to take approximately 4 months
We urge all motorist and pedestrians to exercise caution when traversing the area during construction.

UPDATE-APRIL 25, 2018
The Long Island Railroad is beginning preparations for the proposed Third Track Project.
Over the next few days, the contractors for the Third Track Project will be installing access gates at four locations on the LIRR Right-of-Way.
These locations are:
- Roscoe/Fuller
- Terrace Avenue, east of Plainfield
- Hanover Street
- North Street
After these access gates are installed and within the next few weeks, the contractors will begin “clearing and grubbing” (shrub and weed removal) along the Third Track Right- of- Way in preparation for the project.
Representatives from 3TC, the contractors chosen to perform the Third Track work, have assured us that they will be reaching out to all residents who may be impacted while this project moves forward.

UPDATE – MARCH 7, 2018
As you may be aware, the MTA awarded the contract for the construction of the Third Track Project to a joint venture of companies collectively called 3TC.
For the next several months, 3TC will be in the Pre-Construction Phase of the project. During this time, you may see certain work crews from 3TC performing preparatory work prior to the commencement of certain elements of the construction project. The first phases of actual construction portions of the project may begin as early as this coming Fall.
Over the last few weeks, the Village and 3TC, together with representatives of the LIRR have met to discuss the construction project. 3TC will be providing updates and advance notification of upcoming aspects of the construction related work. The Village will be posting these notifications here on our website, in addition to any notifications residents may receive directly from 3TC.
So, please periodically refer back to this website for construction updates.
